For improved community security, Mt. Carmel HOA has closed circuit TV surveillance systems at the pool and the Manor House.

Why is there a red padlock on the river access gate?


The Moores Mill Fire Department helped the community by filling the pools this summer.  While they were here, they mentioned that it would be a tremendous help to them if they had access to the river and pool in case of an emergency.  There are many times that they get a call of people in distress on the river and they only have access at the Winchester bridge and past the schools.  Likewise, if there was an emergency at our pool, they would have to rely on someone to open the gate.


This became true this week, when there was a missing person that they responded to IF FORCE.  Luckily, the person was found unharmed, but their search was impeded by the river access gate.


A red lock is now installed on both the river gate and the locked pool north gate with a code that was provided to the chief of the Moores Mill Fire Department and the HOA board.


Please attach the homeowners lock to the red lock.

ARC Meeting

The Architectural Review Committee (ARC) reviews plans and specifications for additions and/or modifications of existing homes, new construction plans, and plans for exterior changes made to your home and lot per the building and landscaping code of each subdivision covenant.  The committee evaluates all design proposals by considering lot setback requirements, structure placement, height and design, paint colors, building and roof materials, window and door design, fencing, landscaping, and so much more.  Please review the covenant that pertains to your subdivision when making plans to ensure they conform to the covenants.  All efforts are made to meet the desires of the homeowner while maintaining a community of the highest quality in which all improvements are harmonious in architectural design and aesthetic appearance.
 The committee meets the second Monday of each month at 6:00 pm at the Manor House.  The ARC Review Submittal Form must be completed and sent via email, U.S. mail, or hand delivered to Elite Housing Management by 10:00 am on the Friday before the meeting date.  Approvals by the committee must be obtained before any work begins on your home.
